Part 43 Appendix A recognizes certain upholstery or decorative-furnishing repairs as preventive maintenance only under stated conditions, including limits related to primary structure and operating systems. More extensive changes may require different data, privileges or documentation.

The review should identify access, underlying damage, seat or restraint questions and any proposed changes before selecting a scope. Cosmetic covering should not conceal an unresolved condition.
