A rule, not merely a recommendation

An Airworthiness Directive is an FAA-issued, legally enforceable rule addressing an unsafe condition in an aircraft, engine, propeller or appliance. Section 39.7 prohibits operating a product that does not meet the requirements of an applicable AD. Applicability and compliance must be established for the actual installed configuration.

Identify every relevant product

The aircraft model alone may not answer whether a directive applies. Engine, propeller, accessories, appliances, installed equipment, serial-number ranges, modifications and prior compliance actions can affect applicability. Research begins by identifying the aircraft and affected products, then reading the directive's applicability, required action, compliance time, recurring interval, method and any operating limitations.

One-time and recurring actions

Some directives require a one-time inspection, modification or replacement; others require recurring inspections or a recurring action at a stated interval. Records should make the applicable action and next due point understandable. Alternative methods of compliance are handled through the applicable FAA process rather than an informal substitution.

Record status

Section 91.417 addresses maintenance records and current AD status, including the directive identity, revision date, method of compliance and next action when an AD is recurring. When history is incomplete, a records review may identify evidence to locate or questions needing resolution before making a compliance statement.

AD versus Service Bulletin

An AD is regulatory. A manufacturer's Service Bulletin is manufacturer-issued information and is generally advisory for many Part 91 operations unless incorporated into an AD or otherwise made applicable. A bulletin may still contain important safety or maintenance information. Review the actual operating and regulatory context instead of treating every bulletin as automatically mandatory.

The actual work scope, availability and estimate must be confirmed for the individual aircraft. An inspection or pre-purchase review is not a guarantee of airworthiness or future condition.
